My name is Vicki Scroggins-Johnson and I'm committed to making your voice heard in Morrisville, North Carolina .  I currently serve on the  Morrisville Town Council as the District 4 representative.  I know first hand the challenges of rapid growth, schools, road networks, public safety, and parks.  Morrisville is a thriving and vibrant community in the Triangle region. We need to build for the future with the end in mind.  

 

Together, we can make a meaningful difference-- for our families, our communities, and our region.

ROADS, GREENWAYS, & TRANSIT

Connecting our Community

The road and greenway network in Morrisville is a top priority for me. Thanks to successful advocacy with NCDOT, the Town successfully expanded Morrisville-Carpenter Road—an important step toward improving local mobility. However, several other key projects have faced delays, including McCrimmon Parkway, NC 54, Aviation Parkway, Morrisville Parkway, and Airport Boulevard.

In partnership with Wake County, Morrisville launched its first public transit shuttle system on October 2, 2021. This milestone expanded transportation options for residents, but public feedback has made it clear: more shuttle stops and an expanded route are needed to improve reliability and access. I remain committed to advancing these improvements and ensuring our transportation network grows with our community.

PARKS AND AQUATICS

Space to Play and Relax

Morrisville is home to a vibrant mix of sports and recreation opportunities across both public and private sectors. The Town proudly hosts the first municipal regulation-size cricket field in North Carolina, reflecting our community’s diversity and passion for global sports. Private facilities offer everything from rock climbing and table tennis to hockey, volleyball, and athletic training—providing residents with year-round options for active living.

In 2021, Morrisville residents overwhelmingly supported a parks bond that funds both existing and future recreational spaces. These investments have expanded Morrisville Community Park, added the Church Street Southern Lot, built the Morrisville Dog Park, and secured land for future parks and greenways.

Active and passive recreation is essential to a high quality of life. I remain committed to ensuring our parks and facilities grow with our community and continue to serve

THE ENVIRONMENT

The Stakes are High

I am proud to support Morrisville’s first Sustainability Plan. As of today, the Town has built a robust stormwater program, transitioned to energy-efficient LED streetlights, and installed solar panels on municipal buildings—demonstrating our commitment to environmental stewardship.

Building Automation Systems (BAS) have been integrated into four Town facilities, resulting in a 15% reduction in electricity use and a 40% reduction in natural gas consumption. These improvements not only lower our carbon footprint but also save taxpayer dollars.

Still, more work lies ahead. We must continue advancing tree preservation, recycling participation, waste reduction, and renewable energy adoption to ensure a healthier, more resilient future for Morrisville.

EDUCATION

For a Better Future

I have tirelessly advocated for proximate public school options for Morrisville families. I’ve spoken at school board meetings, met with Wake County Board of Education members, and actively participated in PTSA gatherings. Our voices have been heard!

In 2022, Wake Early College of Information and Biotechnologies (WECIB) officially opened in Morrisville, offering high school students the opportunity to earn an associate degree within five years. Morrisville High School is scheduled to open in Fall 2027, and Parkside Middle School is targeted for opening in 2028 or 2029—both critical additions to meet our growing community’s needs.

I’m also a strong supporter of Wake Tech Community College and its RTP Campus in Morrisville, which expands access to higher education and workforce development right here at home.

AFFORDABILITY

Lowering Barriers

I am truly passionate about housing affordability. Not only is it difficult to obtain housing, but it’s also challenging for residents to age in place. Those on fixed incomes and individuals earning 80% or less of the Area Median Income are especially impacted. In 2021, the Morrisville Town Council approved an Affordable Housing Policy and partnered with Wake County to advance local solutions.

In 2025, legislation was introduced—House Bill 59 and Senate Bill 159—to expand eligibility for property tax relief for seniors and individuals with disabilities. These bills aim to reduce financial burdens by increasing income thresholds and allowing long-term homeowners to defer taxes on rising property values.

PUBLIC SAFETY

Quality of Life

I’ve proudly served on the Morrisville Public Safety Advisory Committee since 2008, including as Chair prior to joining the Town Council in 2013. With strong support from our residents and Town leadership, Morrisville’s Police, Fire, and Public Works departments have earned national recognition for their high-quality standards and innovative projects.

As our Town continues to grow, the need for expanded facilities has become clear. Investing in modern infrastructure will ensure our public safety and service teams can continue delivering excellence while meeting the demands of a thriving community.
